early tuesday morning. >> good morning. there's one incident. we'll talk about it on the east shore freeway. we'll look at westbound. that's your commute direction. no issues here. look at that wonderful spacing between the cars keeping you at the limit and for folks off the carquinez bridge to the bay bridge, same area with headlights marked here with the arrow. there's slowing at the top of the screen showing westbound through richmond but no incidents in that area and speeds still about 60 miles per hour. it's eastbound opposite direction heading away from the bridge with hercules with a crash blocking the slow lane right now. no injuries reported. richmond pd helping out. we'll track that to make sure there's nothing else holding you up there. back to you. >> thank you very much. 4:32. new this morning, at least 19 tourists died in egypt after their hot air balloon caught fire and crashed. an egyptian security official said there was an explosion and fire and then the balloon

plunged from the sky. researcher show the field near where the balloon crashed. tourists were from hong kong, britain and france. one egyptian and one foreigner survived but are in critical condition. in a reversal of fortune, a west sacramento police officer now behind bars this morning facing charges of sexual assault and kidnapping. police say sergio alvarez used his position to take advantage of women. he pulled women over and then assaulted them. the alleged attacks happened while he was in uniform in his patrol car. investigators identifying six victims. some of them were attacked multiple times. >> i'm just appalled and sickened that someone who is put in a position of trust would violate that trust in such an egregious and despicable manner.

>> originally he was put on administrative leave in september but now been fired from the department and he's being held in jail. it's 4:33. now to a story you'll only see on nbc bay area. a san jose mother thanking police and the community after she was robbed in front of her children sunday night. sandra jimenez was walking to her apartment when a 14-year-old boy pulled out what appeared to be a real gun and stole her purse. police caught him an hour later. jimenez got her purse back and police decided to throw in something extra. toys for the boys and several gift cards. >> we do this job to help people out and she's a prime example of a victim that needed help and we all got together and we made it happen. >> it feels amazing. it makes me forget about what happened and makes me feel good. >> a target department store hearing her story donated $100 gift card. jimenez is happy she and her

boys are safe. we have what is believed to be the last known images of an east bay couple that vanished in peru. we found this clip on south american television. it shows surveillance video of garrett hand and jamie neal at a bus station in lima back on january 26th. in november, they embarked on a cycling trip through south america and have been chronicling their trip on facebook but on january 25th their online posts and bank activity suddenly stopped. >> we're asking everyone we need your help. someone knows where garrett is. garrett and jamie neal. they know where they are. someone is with them somewhere. we need them to call us. we need them to come home. >> hand's family has learned the couple may have boarded a boat for an amazon cruise. >> the state department recently issued a travel warning that kidnappers may be targeting those tourists in peru.

continuing jon's story there. the search continues for a family lost at sea. the coast guard needs your help identifying the person who made this mayday call. >> we are abandoning ship. >> the coast guard still searching for the man, woman and two young children believed to be onboard a sailboat. they reported their boat was taking on water. >> we do believe they have life jackets and not much other safety equipment. they were trying to fashion a life raft out of coolers and other objects that were aboard the sailboat. >> a series of distress calls began around 4:00 p.m. on sunday. the coast guard, navy and air national guard are all searching the waters. so far there's been no sign of the family or the boat. 4:36. funeral service will be held today for former 49er executive. today's funeral is at 10:30 in redwood city. he started working with the

49ers when it was founded back in 1946. working his way up from equipment manager to president and eventually part owner of the franchise. the san francisco native died on february 17th at the age of 92. >> big-time for the franchise. 4:36. let's check in with christina loren to check things out. temperatures keep on going up. nice. >> we're getting an early taste of spring before winter returns next week. enjoy it while it lasts. i want to point off that we had gusty winds overnight through the east bay hills right at the coast. winds are starting to drop off. speeds are coming down significantly at this hour. they're going to pick right back up again as we head throughout the second half of the day you'll notice that building breeze. temperatures are chilly to start. it's not too bad out there. 40 degrees. tolerable in san jose. 41 in san mateo. grab your coat but something you can peel off by lunchtime as temperatures at noon are going to climb into the upper 50s and low 60s and then by 3:30 when

our highs come in, we're talking close to 70 degrees in places like fairfield, santa rosa, livermore and we'll hit 65 degrees in san jose. 64 on the way for san francisco. we do have rain on the way. we'll time out our next storm system coming up in my next report and talk about the warmup before the storm system comes through. 4:38. first want to check your drive. it's traffic tuesday. any problems out there, mike? >> not just yet. 4:38. there are issues to point out. i wouldn't say problems because i'm going to tell you about them here. this is fremont south 880. look at the light volume of traffic. that's why anything you come across you can deal with pretty easily through this area. 880 down to mission moving smoothly with the live shot. the map shows you the same thing. mission 262 connecting both 880 over to 680. if you are taking that and taking northbound 680 back up into fremont and sunol, that connector is currently closed. from what i understand you can detour and reroute back on mission boulevard from the opposite direction and it's okay to north 680. keep that in mind as your

option. a couple minutes delay. a little slowing but no problems here as you go eastbound 580 into the altamont pass past greenville. no major problems but a road crew there. that's typical overnight through that stretch. we're looking to oakland. typical for road crew over there 880. bright lights between north and southbound 880 is right at high street and there's construction between here and downtown as well but nothing major. back to you. >> all right. thank you very much. we're going to get a better look at plans to develop the area near at&t park today. san francisco's port commission will discuss funding for the mission rock development project this afternoon. the commission hopes to have a final sheet approved by april clearing the way for giants to prepare an environmental impact report. last week anchor brewing company announced it would be the first new tenant at the development on pier 48. san jose city council today taking a look at plans to revitalize its japan town adding 600 new rental units, thousands of square feet in retail space

and an amphitheater. the development would be on the city's former corporation yard bordered by 6th and 7th street and taylor and jackson. the city council expected to give city staff the go-ahead sometime today to start working on plans with the developer if all goes well the council could vote on a plan over the next six to eight months. 4:40 right now. we continue to get a better idea of how sequester cuts in washington could affect your every-day life. we have details next. how social media helps to reunite this dog with its owner. finally back home, the local zoo resident that recently took a bit of a sabbatical.

territory while here at home we get data on new home prices, new home sales and consumer confidence. yesterday was fascinating. dow came within 83 points of its all-time high but then closed down 215 points to 12,784. if you just looked at the end of the day headline, worst performance of the year but hit a five-year high and one-month low in the same session as we got italian election results. the nasdaq dropped 45 points to 3116. interesting story out of olive garden. darden restaurants which owns the chain is scaling back on expansion as olive garden struggled with disappointing sales for more than two years. the company will hold down price increases as it tries to win back customers. darden admits it's had a hard time competing for price conscious consumers. i was in a place and we stopped at an olive garden and it was

packed like 45-minute wait. i must have been at one of the good ones. >> cutting back on bread sticks is rough. that's like red lobster pulling back on shrimp skafcampi. >> don't forget the cheddar biscuits. this dog looking for love. back home thanks to social networking. he wandered away last week before a major snowstorm in omaha, nebraska. he lost his tags and arrived about a mile away to a pet day care store. the store's owner posted pictures on facebook hoping to find its lost owner. >> it just spread so quick and seriously was like 2 1/2 hours since we put the picture on our facebook that a lady called and said that she thinks it was her friend's brother's dog. >> her friend's brother's dog. >> the connection came from shares from people following the

volunteer george zimmerman last year. zimmerman maintains martin attacked him and he fired in self-defense. initially police decided not to charge zimmerman under florida's stand your ground law. he has since been charged and is expected to go to trial in june. zimmerman has sued our parent company, nbc universal, for defamation. the company denying the allegation. homeland security secretary janet napolitano will talk about how the department has responded to evolving threats and discuss improvements made in emergency response efforts since hurricane katrina. napolitano will push congress to reach a budget deal to avoid sweeping automatic spending cuts which could affect national security. the senate is moving slowly toward a vote on the president's choice for secretary of defense. the republicans stalling chuck hagel's nomination for 12 straight days but recently signaled they would end their

delay tactics making way for a vote possibly today. it appears hagel would get the necessary votes to be confirmed as secretary of defense. many republicans actually do not like hagel calling him too critical of israel and too compromising with iran. it's 4:49. a joyride that lasted days. a bald eagle that escaped a local school finally home. we'll tell you what got her to come back. plus, how this happened. this car upside down on top of a roof of a house in texas. stick around. >> that's much more exciting than anything on the peninsula right now. 101 through palo alto, smooth, light, easy drive. a check on an east bay crash coming up.

right now you are looking live at the port of oakland. always kind of a nice way to start your day. you can draw some electricity out of those to help jump-start you on this tuesday morning at 4:53. people in china, people in one village giving a welcome to a new and large neighbor. a giant panda spotted sleeping near a mountain road on a nature reserve in southwest china. when word got out, people started to gather around. the crowd grew to about 200 people to see the 220-pound animal. staff working for the reserve soon arrived to start taking photos of the giant panda from as close as nine feet away. very brave soul.

the panda eventually got worn out with the fuss and decided to get up and stroll back into the woods. a bald eagle for a joyride of sorts back home on the peninsula. the 24 year old lives at the palo alto junior museum and zoo. her trainer lets her fly free in a nearby park from time to time. last weekend she just flew off and didn't come back. >> she took off on saturday afternoon about midway through the flight. she had maybe half of her dinner and headed north and just kept heading north and heading north. >> he was able to track the eagle using a gps transmitter on her tail and after several days of flying free, she eventually came in for landing in redwood city. she usually responds to the call and food but takes off on adventure every three years or so. >> got to spread the wings every

now and again. >> no plans to ground her. >> put her in the corner too? >> take away their allowance. 4:54. speaking of soaring high, mike inouye is always doing it. he's our eagle this morning. >> with a wing span like this, i can reach almost here to my water. over here toward the golden gate bridge, a smooth drive as well. northbound those flashing lights you can see just around the corner making way for the morning commute. moving the cones as the center is moveable on the bridge. no problems for the north bay. commute direction marked with arrow here southbound out of san rafael down past san rafael bridge. down toward waldo tunnel. construction in spots. no slowing obviously. north bay just fine. so is that richmond san rafael bridge and on east bay side richmond pd should be done with paperwork. this crash eastbound 80. i'll let you know if there are

good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm jon kelley. good morning, everybody. we have new details this morning on a longtime san francisco chronicle vendor hospitalized after being mugged. police say 78-year-old sadly died yesterday from injuries suffered during that attack. "today in the bay's" christie smith is live in san francisco right now with more details on the police search for the attacker. christie, good morning. >> reporter: good morning to you, jon. san francisco police say that they are treating this as a homicide. as you said, a 78 year old long time newspaper vendor was standing right about where we are. this is market and montgomery. busy even at this time in the morning. police are saying that it was late morning around 11:00 a.m. when someone threw him to the ground. he was taken to the hospital with serious hip injuries and he

later died. the initial assault happened back on january 28th. that vendor according to the chronicle had sold the paper for at least 30 years most recently behind the pete's coffee shop near the montgomery b.a.r.t. station. i just spoke with a worker there who told me that she had no idea what really happened to him. he was just suddenly gone and a new person was working there. friends say he was a good man, caring and honest and trustworthy and they believe that this may have been a robbery though police are describing it as a battery. the suspect is a white male with a beard, 35 to 40 years old, 5'9" inches. at the time he was wearing a sweater, blue jeans and black shoes. reporting live in san francisco, christie smith, "today in the bay." >> thank you, christie. it's 5:01. police are using a new tool to try to track down the man accused of shooting on the las vegas strip that led to a fiery
